In celebration of Liberation Day (August 15), Koreans paid their respects to the patriotic martyrs who sacrificed their lives for the independence movement and they reflected on the meaning of independence that followed 35 years of Japanese colonization. Everyone came together and thought about the solemn and overwhelming significance of national independence, and wished for reunification and prosperity, the only way to achieve a true and complete independence.
President Park Geun-hye commemorates nation's Liberation Day. During her address, President Park underlined that the Korean people finally achieved independence for their motherland 70 years ago after much longing and a struggle for liberation. The president then urged that all Koreans must embark on a, "Grand journey for the Republic of Korea's renewed leap forward," with their fellow countrymen who have written a history of creation and miracles. |
제70주년 광복절을 맞아 한국인들은 독립운동을 위해 목숨을 바친 순국선열들을 추모하고 35년간의 일제강점 이후 맞은 독립의 의미를 되새겼습니다. 모든 국민이 하나가 되어 엄숙하고 가슴 벅찬 광복의 의미를 찾고 통일과 번영이라는 진정한 광복의 완성을 기원했습니다.
박근혜 대통령은 15일 제 70주년 광복절 경축식에서 70년 전 오늘, 우리 민족은 독립을 향한 열망과 헌신적인 투쟁으로 마침내 조국의 광복을 이뤄냈다며 창조의 역사, 기적의 역사를 써온 국민들과 함께 대한민국의 ‘새로운 도약을 위한 대장정’에 나서자고 제안했습니다.

Korea tops WorldSkills Competition
한국, 국제기능올림픽대회서 종합 우승

Korea has claimed victory in the 43rd WorldSkills Competition, an international factory and industrial skills contest, that was held in Sao Paulo. This year’s competition had approximately 1,200 participants from 60 countries from all around the world.
Korea clinched twelve gold, seven silver and five bronze medals. With the victory, Korea has now won the competition for the 19th time and for the fifth time in a row.
Participants competed in a total of 50 categories. Team Korea, made up of 45 people, took part in 41 competitions involving IT network systems administration, Web design, mobile robotics, welding, baking, metal construction and jewelry, to name only a few.
In particular, the gold medalist in the automobile technology competition, Seo Jeong-woo, a 20-year-old employee at Hyundai Automobile, topped the others in terms of total points, winning the coveted Albert Vidal Award, an award that goes to the best competitor in the contest. |
한국이 브라질 상파울루에서 열린 제43회 국제기능올림픽대회에서 종합우승을 차지했습니다. 올해 대회에는 세계 60개국의 1,200여 명의 선수들이 참가했습니다.
한국 선수단은 금메달 12개, 은메달 7개, 동메달 5개를 획득하며 1위에 올랐습니다. 이로써 한국은 대회 통산 19번째 종합우승, 그리고 5연패를 달성했습니다.
선수들은 총 50개 직종의 경기에서 승부를 겨뤘습니다. 한국은 컴퓨터정보통신, 모바일로보틱스, 자동차정비, 제빵, 용접, 웹디자인, 귀금속공예 등 41개 직종에 45명의 선수들이 참가했습니다.
자동차정비 직종에 출전한 현대자동차 소속 서정우(20)는 출전한 선수들 중 최고 득점을 얻어 대회 MVP선수에게 수여하는 ‘알베르트 비달상(Albert Vidal Award)’을 수상하기도 했습니다. |

Korea's Foreign ministry urges Japanese government to uphold its historical standpoint
외교부, 일본정부에 역사인식 계승 촉구

The Ministry of Foreign Affairs released a statement in relation to the anticipated speech to be made by Japanese Prime Minister Shinzo Abe to mark the 70th anniversary of the end of the Second World War in the Pacific.
On Aug. 10, the ministry said that the Korean government takes notice of the repeated pledges by the Japanese government to uphold historical views expressed in statements issued by former Japanese cabinets, such as the Murayama, Koizumi and Kono statements, and that these have served as the foundation for the development of the Korea-Japan relationship ever since the normalization of bilateral diplomatic relations.
The ministry stressed that Korea expects the Japanese government to make it clear in Prime Minister Abe's statement, to be made on the 70th anniversary of the end of the Second World War in the Pacific, that it clearly upholds the historical views reflected in the aforementioned statements and that it would demonstrate a mature attitude to resolving differences in opinions concerning historical facts, and open a new chapter in its relations with neighboring countries, including Korea.
The Korean government hopes that ties between Seoul and Tokyo would develop in a virtuous cycle on the 50th anniversary of the normalization of their diplomatic relationship this year, and that Japan would be able to win the trust of its neighbors and be reborn as a country that plays a responsible role in the international community, the ministry added. |
전후 70년 아베 총리 담화와 관련해 외교부가 대변인 성명을 발표했습니다.
외교부는 10일 현 일본 정부가 한일 국교정상화 이래 양국관계 발전의 근간이 되어 온 무라야마, 고이즈미, 고노 등 역대 내각 담화의 역사인식을 계승할 것임을 누차에 걸쳐 공언해 온 것에 주목하고 있다고 밝혔습니다.
이어 외교부는 일본 정부가 전후 70주년을 맞아 조만간 발표할 것으로 예상되는 총리 담화에서 역대 내각 담화의 역사인식을 확실하게 계승한다는 점을 분명히 함으로써, 과거사 문제를 정리하고 한국 등 주변국과의 관계를 새롭게 출발시키고자 하는 성숙한 자세를 보여주기 바란다고 강조했습니다.
아울러 한국 정부는 국교정상화 50주년을 맞은 올해 한일 관계가 선순환적으로 발전되어 나가기를 희망하며, 일본 스스로도 주변국으로부터 신뢰받고 국제사회에서 책임있는 역할을 하는 국가로 거듭날 것을 기대한다고 덧붙였습니다. |

K-pop unites fans from around the world
썸머 K-POP 페스티벌: 전세계 팬들 K-POP으로 하나되다

Pop music fever raged across Seoul Plaza, making the show itself even hotter than the mid-summer temperatures.
Approximately 30,000 people, including both expatriates and Koreans, gathered for the concert on Aug. 4. Wrapped up in the heat of the K-pop excitement, they forgot about the tropical night.
Global sensation Psy's show was the highlight of the event, which featured a total of 31 bands. He performed three of his hits - “Entertainer,” “Gentleman” and "Gangnam Style” - letting the whole audience, both Korean and non-Korean fans alike, dance and sing together.
Expatriates and international tourists at the event sang along with their pop stars, shouting with joy and taking photos while enjoying the four-hour show. |
서울 시청 앞 광장이 케이팝(K-POP)으로 한 여름 열기보다 더 뜨겁게 달구어졌습니다.
‘썸머 K-POP 페스티벌’이 열린 4일 시청 광장에 모여든 3만여 명의 외국인과 한국인들은 열대야도 잊어버리고 K-POP의 열기와 흥겨움에 빠져들었습니다.
K-POP 31개 그룹이 무대에 오른 이날 공연의 정점은 역시 국제가수 싸이 였습니다. 싸이는 ‘연예인’, ‘젠틀맨’, 그리고 ‘강남스타일’을 노래했고 광장을 가득 메운 외국인과 한국인 관람객들은 한데 어울려 즐겼습니다.
이날 공연장 앞에 마련된 자리를 가득 메운 주한 외국인들과 외국인 관광객들은 자신들이 그 동안 좋아한 K-POP 그룹들의 노래를 따라 부르고 환호하고 사진을 찍으며 4시간에 이른 공연을 즐겼습니다.

Golfer Park becomes first Asian to achieve career grand slam

Golfer Park In-bee won the Ricoh Women's British Open to become the first Asian to achieve a career grand slam on the LPGA Tour.
Park won her first major at the U.S. Open in 2008 and continued to win the Kraft Nabisco Championship, the LPGA Championship and the U.S. Open in 2013. With this victory now in the Women's British Open, she has accomplished a career grand slam on the LGPA Tour. A career grand slam consists of four major wins throughout one's entire career, regardless of season. |
골프선수 박인비(27)가 브리티시여자오픈 우승으로 아시아인으로서는 최초로 여자골프 커리어 그랜드슬램을 달성했습니다.
2008년 US오픈에서 처음 메이저 우승을 차지한 박인비는 2013년 나비스코 챔피언십과 LPGA챔피언십, US오픈을 휩쓸었고 이번에 브리시티여자오픈까지 우승하면서 커리어 그랜드슬램의 위업을 이뤄냈습니다. 커리어 그랜드슬램이란 시즌에 상관없이 선수 생활을 하는 동안 4대 메이저대회에서 모두 우승하는 것을 말합니다. |

New Zealand's 40 flag designs
뉴질랜드 국기 후보작 40개 발표

After reviewing 10,292 submitted flag designs, the Flag Consideration Panel announced 40 flag designs on August 10. These designs will go forward for further investigation as part of the official design review process. In mid-September, the Panel will announce the 4 alternatives which will be ranked in the first binding referendum. After the alternative design is selected, people will be asked to vote between the winning design and the existing national flag in March.
A black, white and blue flag design featuring the silver fern (Seventh on the second row) ranked first in the New Zealand Herald Online Poll. This is also Prime Minister John Key’s preference. He originally supported the silver fern with a black background, but changed his mind when it was compared to the Islamic State's flag. |
뉴질랜드 국기선정위원회는 8.10(월) 10,292개의 공모안을 검토한 후 40개의 국기후보작을 선정하였습니다. 9월 중순까지 이번에 발표된 40개 중 4개를 선정하고, 올해 내 국민투표를 부쳐 최종 후보작을 결정할 예정입니다. 내년 3월에는 국민투표 결과 선택된 최종 후보와 현재 국기를 놓고 다시 한 번 국민투표를 실시할 예정입니다.
현지 언론사인 The New Zealand Herald가 실시한 온라인 설문조사에서는 검은색, 흰색, 파란색이 사용된 실버 펀 후보작(2열 7번)이 1위를 차지했습니다. 존 키 총리는 당초 검은 바탕에 실버 펀이 그려진 후보작을 선호했으나 테러리스트 단체 IS의 깃발과 비슷하다는 지적이 있자 마음을 바꿔 1위를 차지한 후보작을 선호한다고 말했습니다.

Okcheon Grapes exported to NZ
옥천포도 뉴질랜드 수출

Twenty tons of Okcheon Grapes (Campbell's Early) were exported to New Zealand early this month. Since 2012, Okcheon County (in North Chungcheong Province) has sent a trade mission to New Zealand and its grapes have been showcased at The Food Show in Auckland.
Okcheon Grapes was awarded with the grand prize of the National Brand Awards of Korea for five consecutive years, for its grapes. |
옥천군에 따르면 이달 초 뉴질랜드에 '옥천포도' 20t을 수출하였습니다. 옥천군은 2012년부터 뉴질랜드에 수출개척단을 파견하고 있고 4년 연속으로 오클랜드에서 열리는 식품박람회(The Food Show)에 참가해오고 있습니다.
'옥천포도'는 2011년부터 5년 연속 국가브랜드대상 선정위원회가 뽑은 포도 부문 1위에 올랐습니다.

More Asian languages in schools
학교 내 아시아 언어 교육확대

On August 11, Education Minister Hekia Parata announced that Twenty-two groups of schools have won funding to establish new Mandarin, Japanese or Korean programs, or expand existing ones.
Four groups (Hobsonville Point, NetNZ, Takapuna, VLN Primary) of schools will offer Korean language programs.
The Government established the $10 million Asian Language Learning in Schools contestable fund last year to increase the provision of Asian languages in schools. 22 programs involving 129 schools will receive a total of $3.3 million over the next three years.

헤키아 파라타 교육장관은 8.11(화) 22개군의 학교가 중국어, 일본어, 한국어 교육 프로그램을 신설하거나 기존의 프로그램을 확대할 수 있도록 정부지원금을 수혜 받게 되었다고 발표하였습니다.
Hobsonville Point, NetNZ, Takapuna, VLN Primary 군에 속한 학교에서 한국어 교육과정을개설할 예정입니다.
뉴질랜드 정부는 학교 내 아시아 언어 학습(ALLiS)을 확대하기 위해 1,000만 뉴질랜드달러 규모의 기금을 설립하였습니다. 향후 3년간 129개 학교(22개 프로그램)에 330만 뉴질랜드달러를 지원할 예정입니다.

K-Culture Festival: Experience Korea
K-Culture Festival 개최

The inaugural K-Culture Festival: Experience Korea on 1 August was an overwhelming success attracting more than 2,000 visitors. The Festival, held at Shed 6 Wellington, featured traditional/modern performances, the K-pop Festival, Korean food stalls with Bulgogi (Grilled/marinated beef), Kimchi and Japchae (Fried sweet potato noodle). There were also cultural activities for all visitors including Korean calligraphy, Hanbok(Korean traditional costumes) and popular traditional games.
The K-pop World Festival New Zealand finals were also held as part of the K-Culture Festival. Out of the nine finalists, Tahlia Jones and Ace Crew, both from Auckland, won the competition in the vocal and performance categories respectively.
The Embassy thanks the Wellington City Council and the Korean community in Wellington who have jointly organized this festival for their support. The Embassy will continue to organize and support this Festival as an annual community event that is enjoyed and celebrated with all Wellingtonians and New Zealanders. |
“K-Culture 페스티벌”이 8.1(토) Shed 6 관람객 2천여명이 참석한 가운데 성황리에 개최되었습니다. 금번 행사는 우리 전통∙현대공연 및 K-Pop 페스티벌로 이루어진 공연관, 불고기, 잡채, 김치, 전통 차 시식 기회를 제공한 한식홍보관, 우리 전통놀이와 한글 이름쓰기, 한복 입기 등의 전통문화 체험관으로 구성되어 현지인에게 한국 문화를 다각적으로 접할 기회를 제공하였습니다.
K-Pop World Festival 뉴질랜드 지역 예선대회에서는 총 9팀 중 보컬 부문에서는 Tahlia Jones가, 댄스 부분에서는 Ace Crew팀이 각각 1등을 차지하였습니다.
이번 행사는 최초로 대사관, 웰링턴시정부, 한인회가 공동 개최한 행사로 한-뉴 양국 문화교류 협력의 기반을 튼튼히 쌓은 계기이며, 민관협력의 성공적인 사례인 바 대사관은 이 행사를 웰링턴 지역의 대표적인 연례행사로 발전시켜 나갈 계획입니다. |

The sacrifice of veterans was commemorated
오타키 한국전 정전 62주년 기념행사 및 왕가누이 한국전 참전용사 기념비 제막식

On 27 July, Ambassador Hae-yong Kim attended the 62nd Anniversary of the Korean War Armistice at Otaki Primary School where Korean War memorial stones are placed. After the ceremony, Ambassador Kim hosted luncheon for the Veterans and other guests.
200 students from Otaki Primary Schoolperformed a Haka and a concert in memory of the sacrifice and contribution of the Korean War veterans. In his speech, Ambassador Kim emphasized that veterans’ sacrifice had allowed for the development of Korea and the bilateral relations between two countries.
The attendees were Korean War veterans including Des Vinten, President of New Zealand Korean War Veterans' Association (KVA), military representatives including Rear Admiral David Ian Ledson, former Chief of Navy, the school principal and students. Especially, soldiers from 16th Field Regiment RNZA also joined the ceremony to pay their respects to their predecessors fought in the Korean War.
In addition to the event in Otaki, Wanganui Korean Society and KVA unveiled a new war memorial at Queen's Park on August 15. The memorial is specially dedicated to the Korean War veterans from Wanganui and surrounding districts. KVA including Des Vinten, Wanganui Korean Society including Deok Kim, Presisdent,Chester Borrows, MP for Wanganui, Hamish McDouall, Wanganui deputy mayor, members of the public, and Counsellor Hong-kon Kim attended the ceremony. |
김해용대사는 7.27(월) 참전용사 기념비가 있는 오타키 초등학교에서 개최된 한국전 정전 62주년 기념행사에 참석하여 헌화를 하고, 참전용사들을 위로하는 오찬을 개최하였습니다.
오타키 초등학교 전교생 200여명이 마오리 전통 환영의식(haka) 및 합창을 통해 참전용사들에게 감사를 표하는 뜻 깊은 행사를 가졌으며, 김해용 대사는 오타키 초등학교 학생들에게 참전용사들의 헌신과 희생이 오늘날 한국의 발전과 양국 협력관계의 근간이 되었음을 강조하였습니다.
올해 행사에는 데스 빈튼 뉴질랜드 참전용사회 회장 등 참전용사 30여명, 데이비드 레드슨 전쟁기념관 이사장(전 해군참모총장) 등 군•관계 인사, 오타키 초등학교 교장 및 학생들이 참석하였습니다. 특히, 한국전에 참전한 부대인 16 야전연대 소속 현역 군인 10여명이 참석하여 선배들의 헌신과 희생을 함께 기렸습니다.
한편, 왕가누이 한인회와 왕가누이 참전용사회는 8.15(토) 퀸즈파크에서 한국전 참전용사 기념비 제막식을 개최했습니다. 동 기념비는 특별히 왕가누이와 주변지역의 참전용사를 기리기 위해 제작되었습니다. 이날 제막식에는 데스 빈튼 뉴질랜드 참전용사회 회장을 포함한 한국전참전용사, 김덕회장을 포함한 왕가누이한인회, 체스터 바로우스 의원, 해미시 맥두얼 왕가누이 부시장, 지역주민, 대사관 김홍곤 참사관 등이 참석해 기념비 설립을 축하했습니다. |

The 17th National Unification Advisory Council in New Zealand appointed

With participation of President Andrew Do of the 17th National Unification Advisory Council NZ, Ambassador Kim congratulated the five new members of the council on their appointment. |
김해용 대사는 7.30(목) 제 17기 민주평화통일자문회의 위원으로 새로이 위촉된 관내 위원들에게 대통령 명의의 위촉장을 전수하고, 위원들을 축하해 주었습니다. 이번 위촉장 전수식에는 5명의 위원과 제 17기 민주평화통일자문회의 뉴질랜드 협의회 도언태 회장 등 네 분의 회장단이 참석하여 행사를 빛내주었습니다.

Housing
Korean people have developed unique architectural techniques to build housing that is properly adapted to the surrounding natural environment, providing dwellers with better protection. A distinctive feature of the Hanok (traditional Korean house) is an underfloor heating system called ondol. Literally meaning “warm stones” and developed during the prehistoric period, ondol refers to the system of channels running beneath the stone floor of a room through which heat is delivered from the fireplace in the kitchen. It is also designed to effectively draw out the smoke through the under-the-floor passages connected to the chimney.
Another important element of the traditional Korean house is the board-floored room (maru) located at the center and used for multiple purposes. The room is usually larger than other rooms and is raised from the ground to allow air to freely circulate under it, creating a cool living environment during the warm summer season. The smart system combining ondol and maru makes the traditional Korean house a comfortable living space for its residents not only in the harsh winter but also in the scorching summer. The roof is typically covered with either ceramic tiles or thatching. While most of the roof tiles are dark gray, some exhibit more vibrant colors as demonstrated, for example, by the Official Residence of the Korean President Cheong Wa Dae, which literally means “Blue House” because, as the name shows, it is covered by blue roof tiles.
While traditional Korean houses are generally wooden structures, they can survive as long as other buildings made with other materials if properly taken care of. Built before 1363, Geungnakjeon Hall of Bongjeongsa Temple in Andong, Gyeongsangbuk-do, for instance, is Korea’s oldest remaining building, still maintaining its original structure intact after 650 years. As an ideal location for their house, Korean people preferred a site protected by hills or mountains on three of its sides, with a stream or river passing in front, thus providing easy access to water. Houses built in such a place create a great harmony with the surrounding environment, attracting more and more admirers not just in Korea but outside it as well.
These days, over 60% of Seoul’s population live in modern apartments but, interestingly, these tall, multistoried buildings are almost without exception furbished with a heating system inspired by the age-old ondol system. Similarly, newly built detached houses are also reliant on the legacy of the ondol system of heating the floor, although the traditional heat passages are now replaced by under-floor metal pipes with running water heated either by gas or electricity. This heating system has now begun to be exported to other countries with wide variations in daily temperature.
Professor Robert Fouser and Hanok
Professor Robert Fouser, the first foreign national employed by Seoul National University to teach students at the Department of Korean Language Education, is a great enthusiast of the traditional Korean houses known as Hanok. His love of Korean language and culture has a long history as his career, which includes opening, and teaching, a Korean language course at Kagoshima University in Japan, attests. His home in Korea was for a number of years an exquisite Hanok located in Bukchon, downtown Seoul, until he moved to Seochon, another historic district of the Korean capital, where he found a new Hanok which is still his home today. He loves not only the house he lives in but also the surroundings, a complex network of narrow alleys winding between other Hanok buildings and the natural environment around it. Recently, he launched a campaign to increase public awareness of the value of the Hanok as a living space and the importance of preserving and reviving it for the present and future generations.

알고 싶었던 국적법 Q&A
1. 국적상실 신고와 국적이탈 신고는 어떻게 다른가요?
국적상실신고는 한국국적이었던 자가 자진하여 후천적으로 외국국적을 취득(예를 들어 이민 후 뉴질랜드 국적 취득) 하여 외국국적을 취득함과 동시에 한국국적을 상실하게 되는 바, 이러한 외국국적취득 사실을 신고 하는 호적 정리절차입니다. 호적법 상 외국국적 취득 후 1개월 이내에 국적상실신고를 해야 합니다.
국적상실 신고를 할 때에는 국적상실 신고서와 함께 외국 국적을 취득한 사유 및 연월일을 증명하는 서류(시민권 증서), 외국여권사본, 가족관계등록부(기본증명서, 가족관계증명서), 소지하고 계시던 한국 여권을 제출하셔야 합니다.
국적이탈신고는 출생과 동시에 선천적으로 이중국적인 사람이 국적 선택기간 내에 한국국적 이탈을 신고하는 절차입니다. 한국국적과 타국적을 취득한 이중국적자는 한국 국적법상 만 22세가 되기 전까지 반드시 하나의 국적을 선택해야 하는데, 한국국적을 포기할 경우 국적이탈신고를 하여야 합니다. 주의하여야 할 사항은 남자의 경우에는 만 18세가 되는 해의 3월 31일까지 국적선택을 하지 않으면, 병역의무 이행 또는 병역면제 처리된 병적증명서를 반드시 제출해야만 국적이탈 신고가 가능합니다. 여자의 경우, 만22세가 되기 전까지 국적이탈신고를 해야 합니다.
국적이탈 신고는 재외공관에서 해야 하며, 반드시 외국에 주소를 두고 거주하고 있는 경우에만 할 수 있습니다. 국적이탈 신고시 필요한 서류는 국적이탈신고서, 외국출생증명서, 외국여권, 가족관계증명서, 기본증명서, 부모의 기본증명서 또는 제적등본을 제출해야 합니다.
2. 국적상실신고를 꼭 해야 하는가요?
한국 국적법 상 대한민국 국민으로서 자진하여 외국국적을 취득한 사람은 그 외국국적을 취득한 때 자동적으로 한국국적을 상실합니다. 하지만 대한민국정부는 본인이 외국국적을 취득한 사실을 신고하기 전까지는 알 수 없으므로, 외국국적 취득 후 본인 또는 친족이 국적상실신고를 하여 한국호적을 정리하여야 합니다.(예: 외국인과 혼인으로 인하여 그 배우자의 국적을 취득한 경우) 많은 분들이 국적상실신고를 하지 아니하여 각종 법률관계에서 법률적용의 혼선 및 지연을 초래하고 있는 실정입니다. 가령 한국에 부동산을 가진 뉴질랜드국적을 취득한 우리동포가 사망했는데 호적이 정리되어 있지 않은 경우 상속권자의 범위, 상속지분 등 상속의 효력에 관하여 뉴질랜드법과 한국법 중 어느 법을 적용할지 혼선을 초래함으로써 상속처리가 지연되는 결과를 낳고 있습니다. 또한 외국국적을 취득한 경우 이미 한국국적이 상실되어 병역의무자가 아님에도 불구하고 국적상실신고를 하지 않아 한국병역자원으로 관리되며, 한국여권을 사용할 수 없음에도 불구하고 한국여권을 사용하는 경우가 발생하여 한국출입국시 문제가 되고 있습니다. 따라서 뉴질랜드시민권을 귀화를 통해 취득한 경우 가까운 대사관 또는 영사과에 국적상실신고를 하여 이러한 불편함이나 불이익을 당하지 않도록 하시기 바랍니다.
3. 뉴질랜드 시민권자의 병역사항은 어떠한가요?
한국에서 태어난 후 귀화하여 뉴질랜드 시민권을 취득한 사람은 이중국적이 인정되지 않기 때문에 뉴질랜드 시민권을 받은 날로부터 자동으로 한국국적이 상실됩니다. 다만 한국대사관이나 영사관에 국적상실신고를 하지 않으면 호적이 정리되지 않아 혼선을 초래할 수 있기 때문에 반드시 국적상실신고를 하여야 합니다. 국적상실신고시 병역관련서류는 필요하지 않으며, 국적상실 완료 이후 뉴질랜드여권으로 한국 방문, 체제시 병역문제가 발생하지 않습니다.
문제가 되는 경우는 뉴질랜드에서 출생한 선천적 이중국적자들인데 이 경우에도 병역대상자가 되기 전(만 18세가 되는 해의 3월 31일까지)에 국적이탈신고를 하여 뉴질랜드시민권만 보유하면 문제가 없으나, 신고를 하지 않고 한국국적을 계속 보유한 경우에 병역문제가 발생합니다. 병역의무를 해소하여야만 한국국적을 이탈할 수 있습니다. 병무에 관한 보다 자세한 사항은 병무청 (www.mma.go.kr)에 문의하시기 바랍니다.
4. 미국 유학중에 아들은 미국에서 태어났고 한국 호적에 올려져 있으며 15세가 될 때 뉴질랜드 이민 후 뉴질랜드국적을 취득하였습니다. 국적 관계는 어떻게 되나요?
삼중국적자인 자는 뉴질랜드 국적취득 후 한국국적 상실신고를 하시면 됩니다. 뉴질랜드 국적을 취득하기 전까지는 태생적 이중국적자이시나, 추후에 뉴질랜드 국적을 취득하였으므로 한국국적상실신고 절차를 밟으시면 됩니다. 구비서류는 국적상실신고서, 미국 출생증명서, 호적등본, 뉴질랜드 시민권 증서가 필요합니다.
5. 뉴질랜드로 이민 와서 시민권을 취득하였습니다. 그러나 한국호적에는 본인이 제적되어 있지 않고 그대로 남아 있습니다. 이런 경우 저는 한국국적과 뉴질랜드국적을 모두 가지고 있는 것인가요?
대한민국국민이 자진하여 외국국적을 취득하면 본인이 대한민국 국적을 포기한다는 의사를 표시하지 않더라도 외국국적을 취득하는 날에 대한민국 국적을 자동으로 상실하게 됩니다. 따라서 뉴질랜드시민권을 취득한 사람이 국적상실신고를 하지 않아 외형상 이중으로 국적을 가지고 있는 듯이 보여도 사실은 뉴질랜드 시민권을 취득한 날에 대한민국국적은 상실된 것입니다. 외국국적 취득 후 규정상 1개월 이내에 국적상실 신고를 하여야 하며 국적상실을 신고함으로써 호적상에 국적상실의 사실이 기재됨과 동시에 제적됩니다. 하지만 많은 분들이 국적상실 신고를 하지 아니하여 한국 출입국이나 체류시 문제가 발생하고, 법률관계 및 병역문제의 혼선을 초래하고 있습니다. 국적상실신고를 하여도 한국부동산취득, 연금수령 이 가능하며, 한국에 장기 체류 시 재외동포사증을 발급 받아 한국에서 취업이 가능하고, 의료보험 등의 혜택을 받을 수 있습니다.
